The little rubber hairs on new car tyres are a by-product of the manufacturing process and serve no purpose after production. They are created when heat and pressure is applied during tyre manufacturing process then air escapes through small vent holes in the tyre mould, causing bits of rubber to stick out to the tyre. While some people choose to remove these hairs but  it is not necessary. They will disappear as the Tyre wears out .If you do want to remove them, it’s safer to use your hands rather than using any sharp object to avoid accidental damage to the tyre.
